This study reexamines the phenomenon of agricultural trade liberalization with the following inquiries: has the Philippine agriculture sector been liberalized and, if so, how and to what extent has it been liberalized? It looks into the policies on agricultural trade liberalization over five administrations of government, and then proceeds to review various perspectives on the effects of agricultural trade liberalization in the Philippines. Based on the literature reviewed, such perspectives could be categorized into three: (1) those that emphasize the benefits of agricultural trade liberalization, (2) those that stress the negative aspects of liberalization and call for its reversal, and (3) those that are critical of agricultural trade liberalization but nonetheless support or are resigned to the need for such an economic policy. The study concludes by presenting data on the actual performance of the Philippine agriculture sector during the period of accelerated liberalization, which started in 1995.
