The history of the Mountain Province is presented here as seen from three distinct periods: first, when the Republicans controlled the presidency of the US and emphasis was on creating a form of mountain reservation for the "non-Christian tribes" of the Cordillera Central; second, when the Democrats took over and the focus turned towards integrating them into the body politics of the Philippines; and third, hastened by the events of WWII, when the mountain people started taking over the local control of their own affairs.
