Beehive Development. Perhaps there are missing links to transform huge infrastructure investment projects into real agro-industrial progress. These missing links, by practical reasoning, appear to be software and management system driven infrastructure projects. These are structures or orders that can create and absorb employment, improve production efficiency, and provide guidance to local economies. The structures must be established as transport and communications systems, processing and market infrastructure systems, regional and provincial industrial parks, and supply and management of technology systems. Eduardo Bacolod is a development planning professional with almost 20 years of experience in development planning and management in the Philippines. He served the National Council on Integrated Area Development (NACIAD), the Special Concerns Office of the Department of Agriculture, and the Philippine Rice Research Institute. He obtained the degree of BS in Agriculture Economics from UPLB and the degree of Master of Science in Social Development Planning and Management from the University of Wales Swansea in the UK on a joint Pilipinas Shell and British Chevening Scholarship Programme.
