Human rights education is the Philippines' best world export item. The Philippine Constitution of 1987 blazed a new trial among countries worldwide in calling for human rights education. The author shows how the Philippine Constitution, first, gives non-governmental organizations the legal foundation they need to pusue community-organizing and self-help programs, and second, calls on all schools to educate the cityzenry about human rights while also obliging government to teach human rights while also obliging government to teach human rights to the police and military. Thus, the Philippines has taught the world a lesson that is catching on elsewhere. Using case studies in Thailand, Nepal, India, and Japan, the author shows that human rights educatio projects are now proliferating throughout the Asia-Pacific region.
